Doctors have specialisms but don't use them

I went to see my doctor as I hadn't been seen by my neurologist for 19 months, the doctor I saw had a specialism of epilepsy which had nothing to do with what I was going to see the doctor for. I asked for a specialist as I know they have one there that deals with long term conditions, I was in the surgery for less than 4 minutes, I didn't feel listened to and after 19 months you'd think the doctor would give you a bit more time to talk about what's going on. I received a letter from the doctor saying i had anxiety which was completely wrong and I just needed a push on my referral to be seen. How can they possibly do an assessment in 4 minutes?
