This report has been produced by Healthwatch Together, who have engaged with individuals, carers and professionals involved in a section 42 safeguarding enquiry, to understand their experiences and whether they felt involved, supported and valued.
Findings were evaluated considering the Making Safeguarding Personal principles.
Engagement
Healthwatch Together delivered a robust engagement project to independently review the effectiveness of the section 42 Safeguarding case management for Blackburn with Darwen, Blackpool and Lancashire Safeguarding Adult Boards. Healthwatch Together engaged with 258 people, of whom were individuals, carers or professionals involved in a section 42 safeguarding enquiry.
Methodology
Social workers employed by each local authority completed online consent forms to refer people keen to leave their feedback. Engagement ran from 1st July 2023 to 2nd October 2023 and Healthwatch Together conducted one-to-one interviews with individuals and carers, to provide rich qualitative data. Feedback collected gave an insight into lived experience, as well as highlighting good practice and areas for improvement within the safeguarding process.
An online survey was set up to collect the views and experiences of multi-agency professionals who have raised a safeguarding concern, to understand what is working well, what could be improved and any barriers to real inclusion.
Recommendations
Recommendations have been formulated as a result of analysing feedback received. These recommendations are in line with Making Safeguarding Personal principles.
