Wrong information provided before treatment

My husband queried whether he was entitled to free NHS treatment as he was on benefits, he showed all documents as required and was given the ok. After the treatment he was billed by NHS £320 for the treatment which included the fine fee. This was queried and NHS waived the fine but the cost still needs to be paid and is between the surgery and my husband. My husband is not well and does not need this pressure.
